Dear Sirs:

In early 1987, the District voluntarily instituted the Operations Advisor Program to provide additional experienced personnel on the operating crews.

The plant has undergone extensive equipment, system, and integrated system testing since that time. This testing included plant heatup, EFIC hot functional testing, multiple criticalities, main feedwater pump trips, turbine-generator startup, extended operation at 25% - 30% thermal power, reactor trip, main turbine trip, and the recent remote shutdown test.

Operations personnel have shown expertise and obtained additional experience from these multiple test evolutions. The District believes that the Operations Advisors are no longer required to ensure safe and effective plant startup and operation. The Operations Advisors will be removed from the operating crews in the near future.
