RELIEF REQUEST FOR THE PUMP AND VALVE INSERVICE TESTING PROGRAM - CLINTON POWER STATION (TAC NO. MA2146)

Dear Mr. Sipek:

By letter dated June 18,1998, Illinois Power (IP) submitted a relief request for 21 selected Category A valves. IP had a conference call with the NRC staff on August 19,1998, and submitted a supplemental letter on September 4,1998. l l

The staff's evaluation of the relief request is cordained in the enclosed safety evaluation (SE).

The NRC staff has found that the proposed alternative to the test frequency requirements of l OMa-1988, Part 10, Section 4.2.2.3, for the 21 reactor coolant system pressure isolation valves l is authorized pursuant to 10 CFR 50.55a (a)(3)(ii) based on the determination that compliance l with the specified requirements results in a hardship without a compensating increase in the level of quality and safety.
