This fomards the final report of the Systematic Assessment of Licensee
Performance (SALP) for the Wolf Creek Generating Station for the period
March 1,1987, through March 31, 1988.

I consider the corrective actions discussed in the July 20, 1988, SALP

management meeting and in your August 19, 1988, written response to the SALP
Board Report to be responsive to NRC concerns and recommendations.

August 19 response identifies a number of factual errors in the SALP Board

Report; accordingly, we have made corrections to the report where
appropriate. However, I do not consider these corrections to warrant changes
in any of the SALP performance categories.

Replaced with corrected page.
Basis: This change was made based on the licensee's response to
acknowledge that the delay in resolution of the control room access
issue was not fully attributable to the licensee. The NRC Region IV
position on this issue has since been provided to the licensee in
NRC Inspection Report 50-482/8818 dated August 8, 1988. A meeting
with NRC Region IV and licenste management may be scheduled for
final resolution of this issue.
