Sealed Source Training Set DESCRIPTION:
The Sealed Source Training Set (CDV-778) consists of 6 or 12 sealed sources containing Co-60 or 6 sources containing Cs-137, and the associated instruments and equipment necessary to safely utilize the sources for training classes and exercises.
The components of the set are as follows:

- One (1) - CDV-750 Dosimeter Charger
- One - (1) CDV-788 18 inch (4 5.7 cm) tongs for handling sources
- One (1) CDV-791 Inner Lead Container
- One (1) CDV-792 Outer Lead Container for storing the sealed sources
- Two (2) Locks to secure CDV-792 Each Sealed Source Training Set'contains one or more of the following sets of sealed sources:
- Six (6) (5 mci / source, 30 mci / set- [185 MBq/ source, (1.11 GBq/ set)]) Co-60 CDV-784 Sealed Sources,

Sealed Source Training Set LABELING:
The manufacturer provided information which indicated that the i
source capsule would be distinctly and permanently marked with the manufacturer, serial number, and chemical symbol.
In addition, the sealed sources were tagged with a one-inch (25.4 mm) (minimum) square, yellow warning tag stating the type of radioactive material, the quantity in millicuries, and the date of encapsulation.
The tag also contains the following instructions:
" DANGER - Radioactive Material - DO NOT HANDLE - Notify Civil Authorities if found;" and bears a conventional radiation symbol as prescribed by 10 CFR 20.1901 and 10 CFR 20.1904.
CONDITIONS OF NORMAL USE:
These training sets are used for training radiological instructors, radiological monitors, and instrument operators to demonstrate radiological instrument operation, and to calibrate and/or check the operability of radiological instruments.
The sealed sources are also used in various training situations and exercises designed to give instruction in the principles and procedures for the detection, measurement and control of radiation.
EXTERNAL RADIATION LEVEL:
Radiation dose rates were calculated for a 30 mci (1.11 GBq)
Co-60 source and a 132 mci' (4. 88 GBq) Cs-137 source.
The dose rates are based on an NIST traceable standard and are as follows:

Sealed Source Training Set PROTOTYPE TESTING:
The Federal Emergency Management' Agency had stated that pre-production sample groups were tested in conformance with standard practices of the National Bureau of Standards.
In addition, these sealed sources had been previously deemed acceptable for licensing purposes by the AEC and have been in use since at least 1982.
OUALITY ASSURANCE AND CONTROL:
Federal Emergency Management Agency had a quality control program which had been deemed acceptable for licensing purposes by the NRC.
LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE:
- The sealed sources may be used by persons specifically licensed by the NRC or an Agreement State.
- These sources will no longer be commercially distributed but may still may be approved for licensing purposes.
- Handling, storage, use, transfer, and disposal: To be determined by the licensing authority.
These sources may exhibit high dose rates and should only be handled by experienced licensed personnel using adequate remote handling equipment and procedures.
- Sealed sources shall not be subjected to conditions which exceed their ANSI classification.

- The sealed sources shall be leak tested at intervals not to exceed 6 months using techniques capable of detecting 0.005 microcurie (185 Bq) or removable contamination.
- This registration sheet and the information contained within the references shall not be changed without the written consent of the NRC.
SAFETY ANALYSIS
SUMMARY
Based on the review of the information cited in the references, we continue to conclude that Models CDV-778, CDV-782, CDV-784, and CDV-786 are acceptable for specific licensing.

Dear Mr. Baggett,
The Director of the Federal Emergency Management Agency (FEMA) made the decision to close the National Instrumentation Center (NIC) at the Mt. Weather Emergency Assistance Center (MWEAC), Bluemont, 1996.
Virginia, effective August 15, in the possession of FEMA at the NIC are in Radioactive Sources temporary storage, awaiting either the transfer to a properly licensed recipient or disposed of as radioactive waste.
