GENERIC LETTER 88 V0GTLE UNIT 1 AND 2 STEAM BINDING 0F AUXILIARY FEEDWATER PUMPS (TACS 67287/67288)
By letter dated April 28, 1988, you responded to Generic Letter (GL) 88-03, "Resolution of Generic Safety issue 93, ' Steam Binding of Auxiliary Feedwater Puo.ps'." For Vogtle Unit 1, you stated that once per shift (12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />) the suction and discharge piping temperature for the three auxiliary feedwater (AFW) pcmps is checked. The check conducted twice a day is less than the three tines a day trentioned in GL 88-03; however, it is still 60 times greater than the once a month frequency recomended prior to issuance of IE Bulletin 85-01, "Steam Binding of Auxiliary Feedwater Pumps," and is acceptable to the NRC staff.
You also stated that Vogtle Unit I has a procedure that addresses symptoms of AFW steam binding and corrective actions to restore the AFW system to operable status should steam binding occur. The NRC staff finds that this is in acccrdance with GL 88-03 and is acceptable.
For Vogtle Unit 2, you stated that a program similar to the Vogtle Unit 1 progran of piping temperature checks each shift and the procedure containing symptoms of and corrective actions for steam binding of AFW pumps, will be implemented prior to initial criticality. The itRC staff finds that commitment acceptable; however, we would like a confirmation letter when the program is implemented.
