PROPOSED EXTENSION OF LICENSE NO. DPR-12 PEACH BOTTOM UNIT 1

~ DOCKET H0. 50-171 The following information is needed with respect to the Technical Specifications (TS) for the proposed 40 year extension of License No. DPR-12.

1) The 15 do not discuss controls or slarms with respect to intrusion of water into lower level spaces at Peach Bottom Unit 1 such as the containr.ent sump. TS should be proposed with respect to alarms for the detection of such water entry, limits on the water levels and actions to be taken in the event water levels exceed the TS limits. A water level .

monitoring and alarm system should be installed if none exists.

With respect to water entry, the licensee should provide an analysis of the below ground structures with respect to a loss of integrity thru metal corrosion or other mechanisms. Is a cathodic protection system needed and is one maintained to reduce the likelyhood of corrosion? If so, specify the operating and maintenance requirements for the system.

2) Limits on the release of radioactive effluents should be established with respect to 10 CFR 20 Appendix B Table II. The following has been foad acceptable for Humboldt Bay Unit 3:

a) Liquid Effluents Radioactive waste discharges to offsite locations shall not exceed the limits given in 10 CFR 20, Appendix B. Table !!, Column 2, on an iristantaneous basis, c) Caseous Effluents Gaseous effluents shall not result in offsite ground level concentrations exceeding the limits given in 10 CFR 20, Appendix B.

Table !!, column 1, on an instantaneous basis.

3) Reporting requirements should be added to state that operations or conditions prohibited by the TS shall be reported in accordance with 10 CFR 50.73 (Licensee Event Reports).

4) Recordkeeping requirements of (10 CFR 50.75(g)) of the new decomissioning rule of June 27, 1988 (53 FR 24051) should be added to the TS.
