SUBJECT: NOTICE OF MANAGEMENT MEETING
During our most recent safeguards inspection at Plant Vogtle, (50-424/88-19,
April 25 - 29, 1988) we were pleased to note several improvements within your
security program and organization.
It appears that your Vogtle security staff
has made a positive impact in correcting many of the vulnerabilities specified
,
in our previous enforcement correspondence.
We still remain concerned with site and corporate management attention to
t
resolving the issue of vital area barrier integrity. . Your March 14, 1988,
letter relative to this topic was reviewed during the April inspection, and
your staff was informed of our disagre m ent with the conclusion of the letter.
In particular, you did not inspect a large number of areas because you
categorized them as "inaccessible" for one reason or another. We disagree with
that categorization and believe they should have been included in your original
program.
We were advised by your staff.that the matter was receiving priority

reassessment.
It appears to us that a management meeting is appropriate to discuss your
March 14 letter; additionally, the large number of unsecured vital area doors
will be addressed. These two items were identified in our Exit Meeting held on
April 29, 1988. We propose to hold this meeting on May 19, 1988, at 10:00 a.m.
