During the week, of February 22, 1988, the NRC administered an examination to an

employee of Duquesne Light Company (DLC) who had re-applied for a license -to

operate the Beaver Valley Unit 2 facility.
Based on the results of this

examination, an SRO license was granted.

During our review of the comments provided to us by your facility's Training
{
Section dated February 29, 1988, on the NRC administered written examination.

we noted instances where questions were challenged on the basis that the
knowledge needed to answer the question was in an Abnormal Operating Procedure
!
(AOP) which an oper1 tor is not required or trained to memorize at Beaver
!
Valley. We are concerned that OLC has not identified steps in the AOPs which
j
appear to the NRC to require prompt operator actions and, therefore, should be
memorized. We further note that OLC A0Ps identify no immediate actions, only
i
"manual actions." We request that OLC review its operational practices and
procedures and identify those actions needed to mitigate the conser,uences of
l
the abnormal condition for inclusion in the AOPs.

further details of this concern.

You are requested to review the concern discussed above and provide a response
to the NRC regarding OLC policy and any actions planned to resolve this
concern.
