Gentlemen:

This refers to the inspection conducted by Messrs. L. D. Gilbert and D. L. Garrison

of this offico durin0 the period August 15-19, 1988, of activities authorized '

by NRC Operating License NPF-76 and Construction Permit CPPR-129 for the

South Texas Project, Units 1 and 2, and to the discussion of our findings with

Mr. J. T. Westermeier and other members of your staff at the conclusion of the

'

inspection.

The area examined during the inspection was the Unit 2 verification of

as-builts for piping systems. Within this area, the inspection consisted of

selective examination of procedures ar.1 representatise records, interviews with L

personnel, and observations by the NRC inspectors. The inspection findings are  :

documented in the enclosed inspection report. [

Within the scope of the inspection, no violations or deviations were

identified.
