CONSUMERS POWER COMPANY DOCKET NO. 50-155 BIG ROCK POINT PLANT AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 82 License No. DPR-6

1. The Nuclear Regulatory Comission (the Comission) has found that:

A. The application for amendment by Consumers Power Company ,

(the licensee) dated June 7, 1985 as revised September 3, 1985 and supplemented December 4, 1985 complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations set forth in 10 CFR Chapter I; B. The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; C. There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public; and (ii) that such activities will be conducted in compli-ance with the Comission's regulations; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

2. Accordingly, the license is amended by adding a new license condition, condition 7, to paragraph 2.C. of Facility Operating License No. DPR-6 to read as follows:

"(7). The ' Plan for tne Big Rock Point Integrated Assessment' (the Plan) submitted on June 7, 1985 as revised September 3, 1985 and supplemented December 4, 1985, is approve.d.

a. The Plaa shall be followed by the licensee from and after the effective date of this amendment.

1 b. Changes tn dates for completion of issues identified in Issue Group B of the Plan do not require a license anendment. Dates specified in Issue Group A shall be changed crly in accordance

! with applicable NRC procedures."

3. This license amendaent is effective as of the date of its issuance.

f (6) a. The implementation date for the installation of the Big Rock Point recirculation pump trip is deferred until the NRC staff has reviewed those portions of the Big Rock Point Probabilistic Risk Assessment that relate to Anticipated Transients Without Amd. No. 38 Scram.

01-15-81 b. The licensee shall submit to the NRC by March 1, 1981, all portions of the Probabilistic Risk Assessment that relate to the efficacy of a recirculation pump trip at Big Rock Point.

c. Before retuneing the reactor to operation from the 1980 refueling outage, the licensee shall submit the Big Rock Point emergency procedures and training program that relate to the recognition and mitigation of an ATWS event.

(7) The " Plan for the Big Rock Point Integrated Assessment" (the Plan) submitted on June 7,1985 as revised September 3,1985 and

, supplemented December 4, 1985, is approved.

l l a. The Plan shall be followed by the licensee from and after the effective date of this amendment.

b. Changes to dates for completion of issues identified in Issue Group B of the Plan do not require a license amendment. Dates specified in Issue Group A shall be changed only in accordance l with applicable NRC procedures.

I i D. This amended license becomes effective as of the date of its issuance and shall expire at midnight, May 31, 2000 FOR THE NUCLEAR REGULATORY COMMISSION I
