This is in response to your February 17, 1986, letter regarding your proposed

" Enhanced QA Performance Incentive Program" at Big Rock Point. Members of our respective staffs discussed the proposal on February 25, 1986, and reached the following agreements:

1.

The proposal's trial period will be extended to 18 months.

2.

The revision of Nuclear Operations Department Standards (N0DS) impacting the Instrument and Control (I&C) Department will be expedited.

3.

The trial program will not be used as the basis to reduce existing QA/QC staffing.

We view this incentive-based program very positively. Your intent to reward good performing plant departments and redirect your resources toward poor performers reflects a prudent management philosophy which we fully endorse.

Accordingly, this letter approves your implementation of the trial program.
