ENHANCED QA PERFORMANCE INCETTIVE PROGRAM By telephone conference call on January 31, 1986 with representatives of your staff, we proposed to implement c pilot QA program at Big Rock Foint. Your approval for the conduct of this pro 8 ram " Enhanced Performance Incentive Program" is requested. The proposed program's trial period will last about one year. After the one yect trial period, the program serits and drawbacks will be assessed.

It will then be determined if the program should be expanded. Necessary QA Program Description changes trill be requested at that time.

The candidate selected to provide a test basis for the program is the Instrument and Control Department (I & C) at Big Rock Point. The selection process involved discussions and reviews-by QA that included the folloying:

Surveillances (Internal CPCo, Big Rock Point)

(a) S-QB-83-13 "Cslibration Control - IEC and Maintenance" (b) S-QB-83-19 " Technical Specifications Surveillance Testing I&C" The last internal audit, QT-85-26 was completed December 5,1985, and resulted in uo Findings or Observations. This in itself is an indication of the commitment to quality the ISC Department has fostat'ed.

In this progran QA Involvement will be reduced in the following areas:

1.

OA would cease in-p,rocess reviews of administrative and working level procedures'and revisions.

2.

QC would cease in-pr6 cess reviews of maintenance ordere (hold and l

notification points would still be controlled and implemented via the applicable procedure).

. Controls for this program include the following:

Ernitoring SALP, NRC, INPO avaluations 2.

An annual audit of IGC 3.

A surveillance by QA approximately cix (6) aCaths af ter the audit (one surveillance would provide more in field examination time vs. several smaller surveillances).

Monitoring the performance of the department During the first six (6') months of the prograc, QA/QC personnel vill sample procedure adequacy af ter approval and monitor maintenance order accuracy af ter completion. This will provide additional assurance that no start-up problems i

exist.

During the program, if Non-compliances, Tindings or Observations indicate a programatic problem, the monitoring and evaluation process will decide whether an augmerted involvement by QA needs to be re-established.

The benefit of this program is that it will allow the QA/QC organization to be more actively involved in other areas. These areas may be selected based on indicated performance using SALP/NRC inspection results, INPO evaluations, internal 1A Audit / Surveillance Feeults, and corrective action trends.
