SUMMARY

OF JANUARY 28 THROUGH 31, 1986 MEETING WITH CONSUMERS

, POWER COMPANY (CPC)

On January 28, 1986, the staff met with representatives of CPC at the Eig Rock Point Plant (the facility) in Charlevoix County, Michigan to begin a ~

in-progress audit of i.he facility Detailed Control Room Design Review (DCRDR).

The purpose of the Audit was to clarify certain aspects of the DCRDR process.

i to confirm that the review is being conducted appropriately, and to evaluate j the licensee's results of the review to date. A list of persons who attended i the entrance briefing is enclosed. A similar list has also been provided for the exit briefing.

The entrance briefing began on Tuesday, January 28, 1986, eith introductory coments by the NRR Licensing Project Manager and the NRR Lead Technical Reviewer. The purpose and scope of the Audit was provided to CPC.

After the introductory comments were completed, CPC provided to the Audit Team a detailed explanation of the facility program plan for the DCRDR. . The explanation included specific descriptions of the Planning, Cxecution, Assessment, Implementation, and Documentation phases of the DCRDR process.

Task Analysis methodology, validation, and verification techniques were also presented by CPC. At the conclusion of the entrance briefing, CPC provided the DCRDR project status for the NRC staff.

The DCRDR in-progress audit comenced after the completion of the entrance briefing. Mr. Leo Beltracchi and Mr. Raymond Ramirez of NRR headed the Audit

, Team with direct support from Mr. Joseph Debor of Science Application International Corporation and Mr. David Shultz of COMEX, both are under

[ contract for the NRC.

During the audit a concern arose that the licensee used INP0's NUTAC guide-lines in the generation of Human Engineering Discrepancies (HED's) instead j of NUREG-0700 guidelines. The staff's concern stemed from the thought that if the NUTAC guidelines were used as written, there was a possibility that only a percentage (subset) of HED's would be identified, for a given survey, than if the NUREG-0700 guidelines were used. The NRC staff's In-Progress Audit Sumary Report should detail any findings.

All other areas of the entire DCRDR Audit appeared to be progressing satis-factorily.

On January 30, 1986, members of the NRC Audit Team interviewed a control room operator and a Shift Supervisor simultan ously. The results of this discussion will be presented in the Staff's Summary Report.

On January 31, 1986 the NRC staff conducted an exit briefing. A brief summary of the Audit Teams preliminary findings were presented to CPC. The staff indicated that all preliminary findings were subject to NRC management review prior to the issuance of the staff's In-Progress Audit Report. The staff noted, during the exit briefing that CPC's documentation and document-ation control for the DCRDR exceeded the minimum requirements particularly in the areas of traceability and auditability.

The last topic discussed during the exit briefing was the need for a Safety Parameter Display System (SPDS). The staff realized that CPC will submit a $6fety Analysis Report (SAR) to the NRC as required by NUREG-0737. This SAR will provide the basis of parameter selection for the five Critical Safety Functions as described in NUREG-0737.

The staff indicated that since the facility would probably have an

" Integrated Living Schedule" (ILS) and Plan as part of the Facility Operating License by the time CPC submits the DCRDR Summary Report, the schedules for the facility modificatiens resulting from the DCRDR would be incorporated into the ILS. The staff also highlighted that NRC management would meet to discuss the method of closure through the ILS for the DCRDR licensing review for the facility.
