SURVEILLANCE CAPSULES CR3-C AND CR3-0 REPORTS (TAC NO. 63988)

By letter dated May 15, 1986, the Florida Power Corporation (FPC) submitted two capsule reports, BAW-1898 and BAW-1899, which were based on data from two surveillance capsules, CR3-C and CR3-0, that were removed from the Crystal River Unit 3 (CR-3) reactor, in general, we review a capsule report in detail only when the surveillance data indicates that a change to the heatup, cooldown, and hydrotest pressure-temperature curves in the Technical Specifications is necessary.

We briefly reviewed these two capsule reports and found that FPC used the staff-approved method in Regulatory Guide 1.99, Rev. 2 to predict the increase in reference nil-ductility temperatures of the reactor vessel materials due to neutron irradiation.

The observed increase in reference temperatures of the vessel material is within the predicted values. At this time, we can only conclude that the observed increase in reference temperatures will not affect the existing pressure-temperature curves and that there is'no gross error in the licensee's calculation of the increase in the reference terceratures. We will review these two reports in detail when FPC submits a revision to the pressure-temperature curves in the CR-3 Technical Specifications. This concludes our work or. TAC No. 63988.
