ENCLOSURE 1 NOTICE OF VIOLATION Virginia Electric and Power Company Docket Nos. 50-338, 50-339 North Anna Units 1 and 2 License Nos. NPF I NPF-7 Ouring the NLclear Regulatory Commission (NRC) inspection conducted on February 24 - April 5,1938, violations of NRC requirements were identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violations are listed below:

Technical Specification 3.6.3.1 requires the containment isolation valves specified in Table 3.6-1 shall be operable with isolation times as shown in Table 3.6-1 in Modes 1, 2, 3, and 4.

Technical Specification 4.6.3.1.1.b requires the - isolation valves specified in Table 3.6-1 shall be demonstrated operable prior to returning the valve to service after maintenance, repair or replacement work is performed on the valve or its associated actuator, control or power circuit by performance of the applicable cycling test and verification of isolation time.

Contrary to the above, on September 15, 1986, Unit i entered Mode 4 with nine containment isolation valves, specified in Table 3.6-1, that were not stroke time tested follo, sing maintenance. The maintenance involved a modification to the vent paths of the solenoid vaives associated with the containment isolation valves. This modification increased the stroke times of several of the valves. The valves were not stroke time tested until June of 1987.

This is a Severity Level IV violation (Supplement 1) and applied to both units.

Pursuant to the provisions of 10 CFR 2.201, Virginia Electric and Power Company '

is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, North Anna, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a "Reply to a Notice of -

Violation" and should include (for each violation): (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps ,

which will be taken to avoid further violations, and (5) the date when full l

Virginia Electric and Power Company 2 Docket Nos. 50-338, 50-339 North Anna Units 1 and 2 License Nos. NPF-4, NPF-7 compliance will be achieved. Where good cause is shown, consideration will be l given to extending the response time. If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
