Dear Mr. Butler:

The purpose of this letter is to provide the information required to close Limerick License Condition 2.C. (5).

This License Condition requires the Safety Parameter Display System (SPDS) to be operable within 30 days after the completion cf the 100-Hour Warranty Run.

The Warranty Run was completed at 2:00 A.ri., January 28, 1986.

The SPDS is now operable and has been released to the Control Room operators for their use.

The validation process has been successfully completed to the extent required to release the SPDS for operator use. The Summary of the Validation Program enclosed with this letter includes, as requested in Section 18.2.10 of NUREG-0991, SER Supplement 5, a discussion of the SPDS field verification tests and the problems encountered and resolutions implemented in making the SPDS operable.

The Detailed Control Room Design Review (DCRDR) human factors survey of SPDS was identified as incomplete in the Reference (1) letter and in Section 18.1.11 of NUREG-0991, SER Supplement 5.

The human factors survey of the Limerick SPDS has now been completed.

No Priority 1 or Priority 2 human engineering discrepancies (HEDS) have been identified.
