Inspection Report No. 50-289/88-13
During the period from June 12 to July 15, 1988, members of NRC Region I staff
conducted routine safety inspections at your facility. We documented the results
of that inspection in the enclosed report. After the conclusion of the inspection
period on July 15, 1988, Mr. R. Conte of my staff summarized the inspection find-
ings with you and other members of your staff.
As noted 'in Appendix A, the inspection identified one apparent violation of regu-
latory requirements dealing with the control of vendor manuals and vendor-related
information. You are required to respond to this item; and, in so doing, you
should follow the instructions of Appendix A.
Overall, we noted that you adequately controlled the transition from power
operations to cold shutdown activities, anticipating, for example, the buildup
of iodine in the reactor building. However, in a review of your activities,
the events described herein, and the cited violation above, we continued to see
minor nonadherences to facility procedures and minor inadequacies in procedures
and work instructions. We will continue to monitor this situation closely
throughout the outage and during your transition to power operations.
