Amendment: Criticality i

Assessment

Dear Mr. Mallet:

A nuclear criticality safety audit is conducted on a monthly basis at the Cimarron Facility.

Additionally, a criticality analysis and physical inspection is required prior-to any new activities that may involvc more than a critical mass of material.

These criticality analysis functions had been performed by Mr.

G.J.

Sinke, Staff. Health Physicist with Kerr-McGee Corporation, until his retirement earlier this year.

Mr.

Sinke's job functions have been assigned to Mr. Scott C. Munson, who will have the assistance of Mr. Don Majors, Compliance Specialis't with Ke/ -McGee Corporation.

Mr. Majors has extensive criticality assessment experience.

In regard to this important function, Sequoyah Fuels requests that the subject license be amended so that these criticality. auditing and evaluation duties can be assigned to and performed by an individual either within the Corporation or a consultant who has criticality experience.

The license presently limits these functions to the Corporat'e Staff Health Physicist only and is therefore overly restrictive.

This change will insure that an independent review of new criticality activities will continue to be performed by a trained criticality expert.
