REQUEST ~ F'R O ORGANIZATION FUNCTION' CHANGE-HEALTH AND NUCLEAR SAFETY

Background:

By letters dated August 6, 1985 and November 19, 1985, Kerr McGee has advised of changes to realign their organizational structure in order to maintain required activities in their health and safety program.

The requested changes have been considered to be an administrative amendment.

Discussion:

The Corporate Staff Health Physicist, who had responsibility for performing health and safety overviews, criticality safety audits, and preparing initial criticality safety analyses for Sequoyah Fuels operation, retired from the-Kerr McGee Corporation.

Kerr McGee hac proposed that the above responsibility be assigned to the Senior.

Staff Environmental Specialist, who has been responsible for .the health physics program at Kerr McGee's West Chicago Rare Earth Facility.

, In order to assist the Senior Staff Specialist in performing criticality evaluations, the licensee proposed that the criticality safety function be assigned to Kerr McGee's Compliance Specialist, who has experience in assessing criticality safety in plutonium and uranium fuel fabrication plants.

Conclusions and Recommendations:

It is concluded that the revised Kerr McGee organization and administrative controls provide adequate coverage for Sequoyah Fuels' Cimarron Facility.

Approval of the amendment to Materials License Number SNM-1174 is recommended.
