During the Nuclear Regulatory Comission (NRC) inspection conducted on i
June 27-30, 1988, a violation of NRC requirements was identified.
In accordance l
with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"
10 CFR Part 2, Appendix C (1988), the violation is listed below:
1 The violation involved failure to follow procedures regarding activities which affect quality.
l 10 CFR 50, Appendix B, Criterion V, as implemented by FSAR Chapter 17, Section 17.1.5, requires that activities affecting quality shall be 3
prescribed by documented instructions, procedures, or drawings of a type e
l appropriate to the circumstances and shall be accomplished in accordance j
with these instructions, procedures, or drawings.

Sections 3.7 and 3.9. require, in part that Pullman Power Product Quality

Control inspectors perform walkdown inspections of reactor coolant piping prior to application of insulation.
These inspections, according to the u
aforementioned procedure are for, among other things, the detection of
[
damage to RCS piping.
l Contrary to the above, on June 18, 1988, an NRC inspector detected weld spatter and gouges on Spool 053-S-03 adjacent to Weld 053-W-03 on the l
pressurizer surge line.
The hmaged section of pipe was covered with l
l plastic and had been prepared for application of insulation prior to i
detection of damage by the inspector.
Furthemore, the reactor coolant j
system was inspected May 9,1988, and the pressurizer surge line was inspected for cleanliness (chloride swipe test) May 25-26, 1988.
Both i
these inspections, as well as pre-service inspection of the adjacent weld t
UW-a-03 failed to detect the aforementioned damage.

Pursuant to the provisiens of 10 CFR 2.201, Georgia Power Company is hereby l
required to submit a written statement or explanation to the Nuclear Regulatory Comission, ATTN: Document Control Desk Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector.

This reply should be clearly marked as a "Reply to a Notice of Violation" and j
should include [for each violation):
(1) admission or dental of the violation.
(2) the reason for the violation if admitted, (3) the corrective steps which i
have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be givcn to l
