This refers to the routine safety inspection conducted by Messrs. Leonard Prividy

and John G. Hunter, III, of this office on February 22-26, 1988, of activities

authorized by NRC License No. OPR-59 and to the discussions of our findings

held by Messrs. Prividy and Hunter with you at the conclusion of the ir:spection.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

,

records, interviews with personnel, and observations by the inspector.

Based on the results of this inspection, it appears that certain of your

l

activities were not conducted in full compliance with NRC requirements, as set

i

forth in the Notice of Violation, enclosed herewith as Appendix A.

These viola-

tions have been categorized by severity level in accordance with the "General

Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2,

Appendix C.

You are required to respond to this letter and in preparing your

response, you should follow the instructions in Appendix A.

Also we are

concerned about the informal program in use for escalation of corrective action

requirements regarding QA findings as discussed in paragraph 6.2 of the enclosed

report.

In addition to the response to the violations, you are requested to

provide your actions with schedule and milestones for addressing this concern.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
