Subject : Oyster Creek Nuclear Generating Station Docket No. 50-219 Generic Letter 83-28 By letter dated February 17, 1988 GPUN infomed the staff of our decision to defer the completion of the Vendor Document Control Program until the fourth quarter of 1989.
Pursuant to a subsequent phone conversation with Mr. Stolz of the NRC's staff, the following infomation is provided.
The procedures required to implement and maintain the backfit technical review ef fort (5000-ADM-7316.03 and 2000-ADM-1211.03) are in place. As discussed in our telecon, Procedure 2000-ADM-1211.03 "Use and Control of Technical Manual" stipulates requirements that apply to any GPUN employee or contractor who uses a Technical Manual for technical infomation related to the operation, maintenance or design of equipment it covers. Where Technical Manuals are used in conjunction with or in lieu of a procedure, the infomation taken from the manual must be either, previously released for use, or be approved for that use by Plant Engineering or Vendor Document Control and have documented approval attached to the work authorizing document.
The backfit technical review for RTS equipment is approximately 98% complete while the review effort for the remaining manuals is approximately 90%
complete.
It is anticipated that the review effort for RTS equipment will be completed by December 31, 1988 while the remaining reviews will be completed by the fourth quarter of 1989.
Prior to the scheduled completion in 1989, should significant revisions be required for the Vendor Document Control Program or its implementing procedures, GPUN will notify and describe the changes to the staff within 30 days after implementation, if there are any questions, please contact Mr. M.
