Gentlemen:
This refers to the inspection conducted by Messrs. W. F. Smith, T. R. Staker,
and P. W. Michaud of this office during the period June 18 through July 31,
1988, of activities authorized by NRC Operating License NPF-38 for Waterford
Steam Electric Station Unit 3, and to the discussion of our findings with
Mr. N. S. Carns and other members of your staff at the conclusion of the
inspection.
Areas extmined during the inspection included enforcement followup on a quality
verification function inspection, monthly maintenance observation, allegation
followup, operational safety verification, monthly surveillance observation,
followup of previously identified items, followup on NRC Bulletin 88-05,
licensee event report followup, onsite followup of events, and plant status.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observations by the NRC inspectors. The inspection findings are documented in
the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements. Consequently, you are required to respond to
these violations, in writing, in accordance with the provisions of Section 2.201
of the NRC's "Rules of Practice," Part 2. Title 10, Code of Federal
Regulations.
One unresolved item is identified in paragraph 3 of the enclosed inspection
report.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
paragraph 7 of the enclosed report.
The response directed by this letter and the accompanying Notice is not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980 PL 96-511.
