SUBJECT:
CONTROL ROOM HABITABILITY SYSTEM In Section 6.4 of Supplement No. 7 to the Seabrook SER, the staff found that the inherent single-failure problem of the control room habitability system was acceptable with reactor power restricted to no greater than 5% of rated power.
Supplement No. 7 also stated that PSNH would be required to demonstrate to the satisfaction of the NRC staff that the control building habitability system provides protection in accordance with the provision of SRP Sections 6.4, 6.5.1, and 9.4 and GDC-19.
In PSNH letter NYN-87024, dated March 2,1987 PSNH committed to provide details of modifications to the control room habitability system for NRC review prior to implementation.
PSNH letter NYN-88007, dated January 22, 1988 provided a description of the proposed modifications and a reanalysis of the past-LOCA radiological dcas to the control room personnel in the proposed configuration. Additional infonnation was provided by P5NH letter NYN-88084, dated June 17, 1988.
The NRC staff has reviewed the information provided in these submittals and, based on its review, has prepared the enclosed SSER input (Enclosure 1) which will be included in SER Supplement No. 8.
Based on the evaluation, the staff has concluded that the proposed modification, when implemented as described in the above noted submittals, would satisfactorily eliminate the single-failure problem described in SER Supplement No. 7.
Therefore, we request that you notify the staff when the proposed modification has been implemented.
The staff has also concluded, based on our independent analysis of potential control room operator doses, that when the proposed modifications are implemented as described in the submittals, the doses would be within the GDC-19 acceptance criteria. Therefore, the control room habitability system will provide protection in accordance with the provisions of SRP Sections 6.4, 6.5.1, and 9.4.1 and GDC-19 and is therefore acceptable.
We note that Technical Specifications 3/4.7.6. (Control Room Area Ventilation System) will require a confonning revision when the proposed modification is implemented.
Therefore, PSHH should also propose an appropriate technical specification amendment when the modification is installed.
