I am responding to your letter to me dated July 1,1998, in which you requested the sta rulemaking issue to " Expand the Applicability of Part 72 to Holders of, and Applicant Certificates of Compliance and Their Contractors and Subcontractors." A copy of the st rulemaking plan on this issue (SECY-97-214, dated September 24,1997) was sent year. Since then the following actions have been taken:

On November 4,1997, the Commission approved the proposed rulemaking plan.

On May 26,1998, staff submitted to the Commission for approval a proposed rule in accordance with the rulemaking plan (SECY-98-113).

On June 30,1998, the Commission approved the proposed rule for publication in the Federal Reaister with a 75-day public comment period.

Currently, staff is preparing the proposed rule for submission to the Office of the Federal Register for publication. Staff expects this proposed rule to be published in the Federal Reaister by the end of July 1998. I believe that the Federal Register notice will address the questions you raised in your letter. The Federal Register notice will be available in your loc public document room and on the U.S. Government Printing Office's website (http:\\gp and in the rulemaking area of the Commission's website (http:\\nrc. gov).

A copy of the staffs rulemaking plan on this issue (SECY-97-214, dated September 24,1997) was sent to you last year. Since then the following actions have been taken:
