Gentlemen:

Subject: Special NRC Inspection

This letter refers to the special inspection conducted by Mr. M. Cillis of

this office on March 7-11, and 22, and the management meeting held on March

16, 1988, of activities authorized by NRC License No. DPR-54 and to the

discussions of our-findings held by Mr. Cillis with Mr. R. Croley and other

members of your staff at the conclusion of the inspection on March 11.

The inspection was conducted to: (1) verify that SMUD was prepared to

implement an effective liquid and gaseous effluent program upon restart of the

plant, (2) to review the status of unresolved item 50-312/88-07-01 related to

the 10 CFR Part 20.405 report submitted in LER 88-03, (3) to review the status

of open items affecting restart, and (4) to examine the Radiation Protection,

Chemistry, and Radwaste organization. The inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspector.

Enforcement action related to the personnel radiation exposure incident

discussed in the enclosed inspection report will be addressed in separate

correspondence.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.

discuss them with you.
