APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulat'ons of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies fos
,1 Amendment to the Technia.al Specifications contained in Appendix A of this license.
The proposed changes relicct modifications to the emergency electrical bus degraded voltage protection system. A second timer will be installed in the degraded voltage protection system to provide a longer actuation time delay under non LOCA conditions. The existing degraded voltage system will be modified to actuate following a short time delay when a signal indicates a LOCA is occurring simultaneously.
Since installation of the second level of undervoltage protection system in 1987, two actuation have occurred during normal plant start ups. Two unnecessary cold fast starts of the emergency diesel generators resulted. The proposed changes will protect safety related eledrical equipment from degraded voltage conditions under both LOCA and non LOCA conditions without impacting normal plant operations.
The proposed changes revise Technical Specification Bases 3.2, and Tabics 3.2 2 and 4.2 2 on pages 60,70c,71, and 79.
The proposed changes to the Technical Specifications are Attachmer.t I to this Application for Amendment to the Operating License. The Safety Evaluation for the proposed changes is included as Attachment II.
