NRC letter,11.1. Abelson to J. C. Brons (NYPA), dated March 20,1987, issuing Amendment 106 to the FitzPatrick Technical Specifications.

Dear Sir:

This application for an amendment to the James A. FitzPatrick Techr.ical Specifications proposes changes to reacct modifications to the emergency electrical bus degraded vohage protection system.

Specifically, Bases 3.2, and Tables 3.2 2 and 4.2-2 will be revised to relicct a dual time delay degraded voltage protection system that will be installed to provide a longer actuation time delay under non-loss-of coolant accident (non-LOCA) conditions. The existing degraded voltage system will be modified to include a LOCA permissive signal.

In the referenced letter, the NRC approved and issued Amendment 106 supporting a second level of undervoltage protection system. Since then, two actuations of the protection system have occurred during normal plant start ups. These actuations occurred when station electrical loads were transferred from the reserve station transformers (off site power source) to the normal station transformer.

The emergency bus degraded voltage protection system is designed to assure an adequate supply of AC power for all Enginccted Safety Feature loads. The protee. ion system fast starts the emergency dicsci generator pair associated with an emergency bus when the bus voltage drops below 90% of nominal voltage for 9 seconds. The voltage transient associated with the routine transfer of buses during startup may be sufficient to initiate the degraded voltage protection system. This is most likely when the off site grid voltage is near the low end of its normal range. Two unnecessary cold fast starts of emergency diesel generator pairs resulted due to actuations of the degraded voltage protection system.

Although the degraded voltage protection system was designed to withstand short term volt-'

drops due to expected operating evolutions (such as starting a large motor), the design of the sys. i did not consider the significant voltage transient associated with bus transfers. The bus trans.c voltage transients have now been analyred and modifications to the plant with corresponding changes to plant operating procedures and Technical Speciliations are proposed.

l The proposed modification and associated Technical Specification changes will protect safety-related electrical equipment from degraded voltage conditions under both LOCA and non LOCA c.onditions without impacting normal plant operations.

Modifications to the degraded voltage protection system will be installed during the 1988 refueling outage. The changes to the Technical Specifications are required for the start up following the outage. Therefore, the Authority requests that this application be approved by October 31,1988.

Enclosed for filing is the signed original of a document entitled ' Application for Amendment to Operating License," with Attachments I and !! thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.

In accordance with 10 CFR 170.12, a check in the amount of $150.00 is enclosed as payment of the application fee for the review of the proposed changes to the Technical Specifications, in accordance with 10 CFR 50.91, a copy of this application and the associated attachments are bebg provided to the designated New York State official.
