SUBJECT: NOTICE OF VIOLATION

(NRCINSPECTIONREPORTNOS. 50-424/88-29AND50-425/88-39)

This refers to the Nuclear Regulatory Commission (NRC) ins)ection conducted

by Mr. A. Tillman on July 18-22, 1988. The inspection included a review of

activities authorized for your Vogtle facility. At the conclusion of the

inspection,in the enclosed inspection report.the findings were discussed with those

identified

Areas examined during the inspection are identified in the report. Within

these areas the inspection consisted of selective examinations of procedures

and represen,tative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements. The violations references to pertinent requirements and

elementstobeincludedinyourr,esponsearedescribedintheencloseddotice

of Violation.

Violation B described in the enclosed Notice is similar to a violation

contained in the Notice sent to you by our letter dated March 30, 1988.

Because "similar violations," as described in the NRC Enforcement Policy, are

of significant concern to the NRC, please give particular attention in your

response to the identification of the root cause of this problea and your

corrective action to prevent recurrence.

In accordance with 10 CfR 2.790(d) and 10 CFR 73.21
