as it is our normal policy not to participate in these types of licensee committees. We do make an exception to this po? icy when the Region participates in the Emergency Preparedness Exercise by e nding a Site Team to the Emergency Operations Facility and the site. Tne basis for our position on this matter is the need to prevent any callict that might impact our primary responsibility to inspect Commission ticensees.
