/Lew ruler DESCRIPTION OF ALLEGATION INVOLVING C&S
~
VALVE COMPANY PRODUCTS In a telephone coriversation with Region III on June 12, 1987, an individual alleged that a quality control inspector was using and selling cocaine at C&S Valve Company (40 East Chestnut Street, Westmont, Illinois).
The alleger stated that C&S Valve was a supplier of valves 3" to 46" in diameter to Braidwood Nuclear Station and a nuclear plant in Texas (name not known).
In telephone conversations with Braidwood personnel, the NRC has learned that C&S Valve is on Braidwood's approved vendor list and that Zion has placed an order for several ASME, Section 3 safety-related valves, with delivery scheduled for July 1987.
It was further alleged that C&S Valve "is pinching pennies" and using low grade materials; that "as long as a valve passes at maximum allowable leakage," it is accepted by C&S; and that in the sawroom the heat codes are not always transferred between materials and travelers.

Zion Nuclear Power Station Units 1 and 2 Valve Quality Allegation l
NRC Docket Nos. 50-295 and 50-304 l
Reference:
July 28, 1987, letter from C.E. Norelius to Cordell Reed 1
Dear Mr. Davis:
The referenced letter provided Commonwealth Edison Company with an allegation regarding the quality and safe operation of products purchased from a specific valve vendor. This situation has been carefully reviewed, i
The conclusion of this review is that the check valves in question have not been utilized in the past, nor will they be used in the future at Zion Station.
Interviews were conducted with the appropriate members of the mechanical maintenance and warehouse / storeroom departecnts.
In addition, a historical review was conducted of previous purchase 0:cders.
This effort demonstrated that none of the valves in question were installed in the plant, or present in storage.
However, one valve was on i
order.
A 6" dual plate check valve was listed on Purchase Order No. 310782.
Purchase Order No. 310782 was canceled on August 17, 1987.
In addition, the corporate Quality Assurance Department has been notified to evaluate the adequacy of any future purchase orders.
If any questions arise regarding this matter, please direct them to this office.
Very truly yours, h-^h b eI P. C. LeBlond Nuclear Licensing Administrator cc:
