RESOLUTION OF CRYSTAL RIVER INSTRUCTOR TRAINING AND QUALIFICATIONS AND LICENSED OPERATOR REQUALIFICATION PROGRAM REVISIONS (TAC 64308)

By letters dated December 2, 1986 and December 19, 1986, Florida Power Corporation (FPC) submitted clarifications to the Crystal River Unit 3 (CR-3)

Instructor Requalification Program and proposed revisions to the Licensed Operator Requalification Training Program description for NRC approval.

Following receipt of the Crystal River submittal and during the NRC review process, revisions to 10 CFR 55 were promulgated.

Generic Letter No. 87-07, "Information Transmittal of Final Rulemaking For Revisions to Operator Licensing - 10 CFR 55 And Conforming Amendments" provided information and clarification on the final revisions to 10 CFR 55.

The Generic Letter stated that a licensee may implement the option of sLbstituting an accredited training program for initial and requalification training programs previously approved by NRC.

Under this option, staff review of the requalification program is not necessary if the licensee certifies, in a writte, notification to the NRC, that the training program substituted for the description in 655.59(c) is both accredited and based on a systems approach to training (SAT).

Concerning the issue of certification of instructor training and qualifications, Section li of the final rule stated that the Corunission has i

deleted the provision for issuance of special licenses (or certification) to instructors.

This action is in recognition of the industry accreditation of training programs, which includes instructor training, qualification and evaluation, and is in keeping with the intent of the Comission Policy Statement on Training and Qualifications o' Nuclear Power Plant Personnel.

Since industry accreditation includes instructor evaluation, current NRC certification will not continue at facilities with industry accrediation.

You further stated your intent to exercise the option discussed above.

Based on the above, our efforts on the subject TAC will be terminated and the TAC closed out.
