The enclosed report refers to the above subject routine resident safety inspection
of Millstone 3.
The results of the inspection were discussed with Mr. C. H. Clement
of your staff at the conclusion of the inspection.
The enclosed Notice of Violation (Appendix A) addresses an auxiliary feedwater
valve, required to be locked open, being open but not properly locked. A reply
to this apparent violation is required in accordance with Appendix A.
