SAFETY EVALUATION REPORT, tICENSE AMENDNENT APPLICATION DATED  !

JULY 28, 1988, RE RECEIPT AND STORAGE OF URANIUM ENRICHED UP TO 5 WEIGHT PERCENT IN THE U-235 IS0 TOPE

Background

r CE is currently authorized to receive and process uranium enriched to 4.1 '

weight percent in the U-235 isotope. In the subject application, CE requests authorization to store uranium enriched up to 5.0 weight percent in the U-235 isotope.

Discussion CE has apphed for a license amendment to receive and use uranium enriched up to 5 weight percent in the U-235 isotope. Pending approval of the application to pro:.ess the uranium, CE requests authorization to receive and store the uranium. This latter request is due to a tight production schedule to meet customer requireaents.

The CE staff indicated that the licensed material would be stored in the sealed shipping containers. Th3 containers would be stored in isolated l arrdys. Each array would be limited to a transport index of 80 and would be '

seperated from other arrays by 20 feet. Because CE did not place this j equirement in the letter amendment, the staff reconnends the following '

license condition:

Uranium enriched to more than 4.1 weight percent but not more than 5.0 1

weight percent in the U-235 isotope may be received and storcd in sealed shipping containers. Each array of containers sheil be limited to a transport index of 80. Arrays shall be separated not less then 20 feet from othee licensed materiel, 4

Combustion Engineering Inc. 2 AUG 11 g Conclusion /Reconnendation The staff concludes that the proposed receipt and storage will have no adverse effect on the public health and safety. Approval of the application, subject to the above license condition, is recommended.

The Region I Principal Inspector has no objection to this proposed action.
