Dear Mr. Matthews:
Florida Power and Light Company (FPL) has been actified that Caldon Topical Report No. ER-80P, " Improved Thermal Power Accuracy and Plant Safety *dhile Increasing Operating Pcwer Level Using the LEFM System" was submitted to the NRC on March 10, 1997.
It is our understanding that Calden has requested your review and approval of this topical report for use by facilities in the3r safety analysis.
FPL supports the NRC review of this topical report since this could provide utilities with a financial benefit in addition to contributing to safety due to its on-line verification capability.
If the Topical Report is approved by NRC, FPL may evaluate whether the use of the Caldon System could support a license amendnent to increase reactor thermal power.
