SMUD ltr, G.C. Andognini to F.J. Miraglia, dtd 4/15/88 The NRC staff has received the above referenced letters which describe the remote shutdown test of the Rancho Seco Nuclear Geherating Stai. ion. We find that the proposed scope of the test is appropriate to test the recent plant modifications which may impact the capability to control plant shutdown and cooldown from outside the control room. We also find that the test incorporates adequate simulation of the remote shutdown procedure to provide training for plant operators. Thank you for your response in addressing this issue.

The staff is currently reviewing the technical adequacy of the remote shutdown test procedure and your rationale for the steps in Casualty Procedure OP-C.13A which secure the reactor coolant pumps during an actual remote shutdown emergency. We plan to observe the remote shutdown test and will notify you if any unresolved issues remain following the test.
