Dear Mr. Calvo:
This is an amendment request to the Fort St.
Vrain Technical Specifications for LC0 4.6.1, Auxiliary Electric System.
Attachment 1
is a summary of proposed changes to the existing license.

In consideration,of the proposed changes, Public Service Company of Colorado (PSC) is attempting to provide a more reliable source of D.C.
power.
Based on the type of batteries to be installeri at Fort St. Vrain and manufacturer's recommendations, up to 5 consecutive days may be required to perform an equalizing charge or, a battery.
At Fort St. Vrain, it is necessary to disconnect a station battery and associated batte ry charger from its D.C.
bus to perform an equalizing charge to preclude damaging the electrical loads on the D.C.
bus.
In addition, the requirement in the existing license that the O.C. bus tie breaker is closed is proposed to be changed to ensure O.C. bus independence is maintained when a station battery or b>.ttery charger is inoperable.
The change to allow up to 5 consecutive days to perform an equalizing charge with a station battery and associated battery charger disconnected from the D.C. bus is consistent with the allowance in the Fort St. Vrain Technical Specification Upgrade Program (TSUP) draft for the O.C.
Power Sources, Section 3/4.8.2.
PSC is not including a cumulative limit on the total amount of time a battery can be disconnected from its 0.C. bus during any period as included in the TSUP.
PSC desires to obtain operating experience with th replacement batteries before a cumulative limit is consider d.
