Before engaging in construction or operational activities which may affect the environment, ene licensee shall perform an environmental evaluation of such activity.*

W'en n the evaluation indicates that such activity involves an unreviewed environmental question, the licensee shall provide a written evaluation of such activities and obtain prior approval from the Nuclear Regulatory Commission.

A proposed change, test, or experiment shall be deemed to involve an unreviewed environmental question if it concerns 1) a matter which may result in a significant increase in any adverse environmental impact previously evaluated in the FES as modified by staff's testimony te the Atomic Safety and Licensing Board, supplements to the FES, environmental impact appraisals, or in any decisions ,

of the Atomic Safety and Licensing Board; or 2) a l significant change in effluents or power level; or 3) a matter not previously reviewed and evaluated in the  :

1 documents specified in 1) of this subsection, which may have a significant adverse environmental impact. l

• Activities are excluded from this requirement if all measurable non-radiological effects are confined to the on-site areas previously disturbed during site preparation, plant construction, and previous plant operation.

SIGNIFICANT HAZARDS CONSIDERATION l Description of Amendment Request:

This is a request for deletion of a reference to a section of 10CFR which no longer exists. Section 51.5(b)(2) has been removed from the Title 10 of the Code of Federal Regulations. Deletion of this reference does not alter the requirements contained in Appendix B of the Fort St. Vrain (FSV) Technical Specifications.

r Basis for No Significant Hazards Determination:

The. proposed change does not involve a significant hazards consideration because operation of FSV in accordance with this change  ;

would not:

(1) involve a significant increase in the probability or consequences of an accident previously evaluated. This change only eliminates a reference to a section of 10CFR which no longer exists. The methodology in which an unreviewed ,

environmental question is determined is not altered by this i change. Therefore, this change cannot increase the probability i or consequences of ar, analyzed accident.

(2) create the possibility of a new or different kind of accident f

from any accident previously evaluated. No new or different kind .nf accident is created because this change only deletes an i erroneous reference from Anpendix B of the FSV Technical j 5pecif4 cations.  !
