SUBJECT: FOLLOW-UP INSPECTION FOR PIECE PARTS PROCUREMENT (50-327/88-07

AND 50-328/88-07 l

Enclosed is the report of the team inspection conducted by Mr. G. T. Hubbard

and other NRC representatives on, January 25-29, 1988, at the Sequoyah Nuclear

Power Plant of activities authorized h NRC Licensee Nos. OPR-77 and DPR-79.

The team's findings were discussed with P. R. Wallace and other members of your

staff on January 29, 1988. -

The inspection reviewed your corrective actions at Sequoyah relative to the NRC

Inspection Reports 50-327,328/86-61 (Piece Parts Procurement) and 50-327,

328/87-40 (Piece Parts Procurement / Safety Systems Outage Modifications

(Installation) Inspection (SSOMI) Follow-up). The SSOMI findings (identified

in NRC Inspection Report 50-327,328/86-68) that remained open following the

87-40 inspection were not evaluated during this inspection.

The inspection determined that TVA/Sequoyah has implemented a program to

correct procurement deficiencies identified in the above referenced inspection

reports. While the NRC observed improvements in TVA's procurement of purchased

parts due to your corrective actions, the NRC determined that dedication of

comercial grade parts for use in safety-related applica.tions was still being

accomplished on a part number for part number basis. This inadequate dedica-

tion process occurred due to a failure of the Contract Engineering Group at

Sequoyah to follow procedures.

This failure to take adequate corrective action in the dedication of commercial

grade parts and failure to follow procedures is an apparent violation (50-327,

328/88-07-01) of NRC regulations and is being evaluated to determine its

severity. TVA will be notified when the NRC makes a final decision concerning

this apparent violation of NRC requirements. While TVA did take immediate

corrective action on the above finding during the inspection relative to

restart of Unit 2, TVA should ensure that long term corrective actions

preclude the reoccurrence of the above findings.

While improvements in receipt inspection of dedicated commercial grade parts

were observed by the NRC, TVA is still implementing additional improvements.

As stated in the attached Inspection Report, one concern was raised relative to

the documentation in inspection reports for dedicated parts. The NRC's posi-

tion is that when critical characteristics are identified for receipt

inspection in dedication packages, the characteristics should be inspected with

contr31~ led and calibrated measuring and test equipment and inspection ,

documentation should demonstrate that identified inspection requirements have

been met. Since discussions with TVA indicated some disagreement with this

position, TVA is requested to respond in writing as to how TVA plans to ensure,

through inspections and inspection documentation, that commercial grade parts

are adequately dedicated for use in safety-related systems.

Inspection follow-up item 50-327,328/88-07-02 was identified in the report

relative to receipt inspection of dedicated parts. Based on the inspection

findings, receipt inspection was considered by the NRC to be adequate to

support restart of Unit 2.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures  !

will be placed in the NRC Public Document Room. The responses directed by this ,

letter and its enclosures are not subject to the clearance procedures of the l
