Dear Mr. Dicharry:

This letter addresses the NRC inspection of your facility at St. Rose, Louisiana conducted by Messrs. R. L. Cilimberg and C. E. Williams on May 24-26. 1988, and the discussions of their findings with you at the conclusion of the inspection.

The purpose of this inspection was to determine if the SPEC 2-T radiographic materials package (RMP) was being manufactured in accordance with NRC Certi-ficate of Compliance (C of C) 9056, Revision 3, dated March 12, 1986. Areas examined during the NRC inspection and our findings are discussed in the enclosed report.

During this inspection, it was found that the manufacturing of the SPEC 2-T RMP does not meet the requirenents of NRC C of C 9056, Revision 3. Specifically, the SPEC 2-T is not constructed in accordance with the Source Production and Equipment Company (SPEC) Drawing Number 1000, Revision 0 which is referenced by C of C 9056, Revision 3. Additionally, SPEC is not implementing the Quality l Assurance (QA) program required by Subpart H uf 10 CFR Part 71. These findings demonstrate failure to implement a program to meet the requirements of NRC C of C 9056, Revision 3. The specific findings and references to the pertinent require-l ments are identified in the enclosures to this letter.

1 1 The enclosed Notice of Violation is sent to you pursuant to the prc, visions of Section 206 of the Energy Reorganization Act of 1974. You are required to l submit to this office within 30 days from the date of this letter a written statement containing:

(1) o description of steps that have been or will be taken to correct these items; (2) a cescription of steps that have been or will be taken to prevent recurrence; I

and (3) the dates your corrective actions and preventive measures were or will be l completed. We will consider extending the response time if you can show good cause for us to do so, i You are also requested to submit a similar written statement for each item which l

appears in the enclosed Notice of Nonconforniance.
