SUBJECT:

PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD APRIL 1 - APRIL 14, 1988 Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom. -Three NRC resident inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

s ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD April 1 - April 14, 1988 1.0 Plant Status As of 8:00 a.m. on April 14, 1988, Unit 2 and 3 are in a' cold condition per the March 31, 1987, NRC Order with coolant temperatures less than 212 ciegrees Fahrenheit.

The Unit 3 core is completely off loaded into the spent fuel pool.

2.0 Facility Operations Summary i

Uni. 2 is in day 398 of its sev nth refueling outage that began March 13, 1987.

Unit 2 maintenance repair work is currently underway on eighteen systems. Critical path work on Unit 2 is emergency service _ water piping replacement and testing of 124 motor operated valves.

Unit 3 is in day 197 of its seventh refueling outage that began October 1, 1987.

New recirculation piping installation is continuing, and 10 of 10 jet pump I

safe ends and 2 of 2 recirculation suction safe ends have been installed.

3.0 Items of Special Interest 3.1 The revised Peach Bottom Restart Plans were submitted to the NRC and l

were placed in local public libraries on April 8, 1988. The libraries are:

Southern Lancaster County Library Center; Lancaster County Library; Collinsville Mini Library; Whiteford Family Reading Center; and Highland Deposit Library.

The plans were placed in these libraries in preparation for public meetings scheduled for early to mid May.

3.2 On April 13, 1988, Joseph F. Paquette, Jr., was elected to be Chairman of the Board and Chief Executive Officer of PEco. He replaced James L. Everett, III, who retired.

4.0 Other Items of Interey l

4.1 On April 7,1988, the A emergency service water (ESW) pump failed to start when one of the four diesel generators (OG) was started for routine surveillance testing.

The redundant ESW pump was out of l

service for its electrical bus outage.

The DG was inediately shut down by control room operators due to lack of cooling water. Tne l

problem was traced to a mechanical failure of the breaker for the A L

ESW motor.

The breaker was replaced, and the DG and A ESW pump were l

tested satisfactorily, 1

4.2 On April 8,1988, Unit 3 containment isolations, a half scram and a reactor building ventilation trip occurred when the alternate reactor protection system (RPS) power supply tripped on overvoltage.

The overvoltage trip occurred during 4 KV emergency bus switching operations.

The licensee returned the RPS to normal, reset the isolations, restored reactor building ventilation and made an emergency notification system call to the NRC.

5.0 NRC Activities During the Period Three NRC Resident Inspectors were assigned to monitor plant activities between April 1 and April 14, 1988.

These individuals consisted of the following:

- Senior Resident Inspector Richard J. Urban

- Resident Inspector Larry E. Myers

- Resident Inspector Areas inspected included operational safety, snutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.

During tFis report period, an unannounced Region I radiation specialist inspection of radiological controls was performed on April 11 to 15, 1988.

An inspection report covering the details of this inspection will be issued in the near future.

A routine resident inspection report (50-277/88-02; 50-278/88-02) was issued on April 4, 1988. The inspection was conducted between February 6 to March 11, 1988. One apparent violation was issued concerning security control of vehicles in the protected area.

A routine radioactive waste shipping inspection report (50-277/88-05; 278/88-05) was issued on April 4, 1988.

The inspection was conducted between February 8 and 12, 1988.

One apparent violation with two examples was issued concerning radwaste shipment to an unauthorized receiver.

A routine radiation protection inspection report (50-277/88-07; 50-278/88-07) was issued on April 4, 1988.

The inspection was conducted between February 16 and 19, 1988. No violations were identified.
