UNAUTHORIZED DISCLOSURES OF SENSITIVE INFORMATION -
AVAILABILITY OF ADMINISTRATIVE SANCTIONS AGAINST NRC

EMPLOYEES AND SPECIAL GOVERNMENT EMPLOYEES

Reference is made to your July 30, 1985 memorandun, subject as.above.
SEC's files indicate that since January 19,197S, there have been a total of 33 unauthorized disclosures: 26 of which involved classified infonnation and 7 involved sensitive unclassified information.
In none of these instances was there ever any conclusive evidence that the disclosure was willful or knowing.
No known administrative sanctions, other than security infractions in some instances, were imposed.
Please note that incidents involving, for example, improper storage, i.e.,
classified / sensitive unclassified infonnation found unattended in NRC space, or classified security containers found unattended / unsecured were not in-cluded in the above total.
We suggest that other NRC organizational elements be contacted to detennin.e their awareness of any incidents regarding the above subject matter which may not have been reported to SEC.
