Inspection No. 50-309/88-03
This refers to the routine inspection conducted by Mr. R. J. Bailey of this
office on March 14-18, 1988 at the Maine Yankee Atomic Power Station,
Wiscasset, Maine of activities authorized by NRC License No. DPR-36 and to the
discussions of our findings held by Mr. Bailey with Messrs. P. S. Lyon and
J. Brinkler of your staff at the conclusion of the inspection.
Our inspectors reviewed your actions taken to date in response to findings
of the Regulatory Effectiveness Review (RER) conducted on November 2-6, 1987.
The results of that review are contained in the enclosed inspection report.
However, in reviewing your January 29, 1988 letter in response to the-RER
findings and the actions taken to date, we find that you did not address, in all
cases, the full extent of the RER Team's findings.
This was discussed with
your representative during this inspection and we understand that you will
supplement your response to us by May 16, 1988.
Within the scope of this inspection, no violations were observed.
Paragraph 3 of the enclosed inspection rehort contains details of your security
program that has been determined to be exempt from public disclosure in
accordance with 10 CFR 73.21 (Safeguards Information). Therefore, it will not
be placed in the NRC Public Document Rocm and will receive limited distribution.
This letter and the remaining portions of the report will be placed in the
Public Document Room, in accordance with 10 CFR 2.790(a).
The response directed by this letter is not subject to the clearance
procedures of the Office of Management and Budget as required by the Paperwork
Reduction Act of 1980, PL 96-511.
