SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION WISCONSIN ELECTRIC POWER COMPANY POINT BEACH NUCLEAR PLANT, UNIT NOS. 1 AND 2 DOCKET NOS. 50-266 AND 50-301 INTRODUCTION During our initial review of the Point Beach Fire Protection Program to the requirements of Appendix R to 10 CFR Part 50, we determined that the 4160 Volt Switchgear Room did not meet the technical requirements of Section III.G of the rule. The licensee requested approval of an exemption from these requirements.
This exemption was denied.
By letter dated February 7,1986 the licensee proposed a design for the addition of a dedicated 13,800 volt bus that would provide the capability to achieve safe shutdown independent of the 4160 Volt Switchgear Room. We approved the concep-tual design of the new switchgear room in a letter dated July 30, 1986. The licensee provided additional design details of the new switchgear room in a letter dated February 29, 1988. ,
1 DISCUSSION A complete discussion is included in the attached Technical Evaluation. Report (TER) prepared by our contractor, Science Applications International Corpora-tion (SAIC).
CONCLUSION The staff concurs with the attached TER and concludes that the design of the r.ew switchgear room conforms with fire protection requirements of Sections III.G and III.L of Appendix R to 10 CFR Part 50 and the guidelines of Generic Letter 85-12.
