CLOSE0VT ACTION FOR SAFETY GRADE BACKUP MEANS OF REACTOR COOLANT SYSTEM (RCS) DEPRESSURIZATION LICENSE CONDITION 2.C.(12)(b) -
JOSEPH M. FARLEY NUCLEAR PLANT, UNIT 2 (TAC NO. 49021)
By letter dated November 18, 1985, in response to our letter dated September 12, 1985, you provided information relating to the review of Farley Unit 2 conformance to License Condition 2.C.(12)(b).
The license condition required your action prior to the startup following the first refueling outage to make provisions to assure that the Farley Unit 2 safety grade backup means of RCS depressurization meets requirements of Table 1 of Branch Technical Position RSB 5-1, Revision 1.
We have reviewed your response and conclude that the issue relating to License Condition 2.C.(12)(b) has been completed.
Further, we note that although the Farley Nuclear Plant is classified as a Class 2 plant (where manual actions and repairs are acceptable), you state that you have gone beyond these requirements.
You state that reviews have been done to determine the qualification status of the Power Operated Relief Valve (PORV) operators.
A plant specific evaluation was completed by Westinghouse and Copes-Vulcan to certify the seismic qualifications of the Farley 2 PORVs. We accept your position in this matter.
In closing, we agree that the other issue relating to your not referencing the Diablo Canyon tests of March 28, 1985, to achieve cold shutdown using only safety grade equipment and natural circulation methods is not a part of LicenseCondition2.C.(12)(b).
If any further action is considered necessary for License Condition 2.C.(12)(c), you will be advised.
However, your action relating to the License Condition 2.C.(12)(b) is considered to be completed.
