INDEPENDENT DESIGN AND CONSTRUCTION ASSESSMENT FOR THE LIMERICK GENERATING STATION, UNIT 2 Philadelphia Electric Company (PECo) submitted Rev. O of the "Program for the Independent Design and Construction Assessment (IDCA) of Limerick Unit 2" to l
the NRC for review and approval as an enclosure to a letter dated June 1, 1988 from J. S. Kemper to T. E. Murley. The NRC reviewed this program and provided l
verbal comments on the IDCA at a meeting with PECo at the NRC Region I offices on June 23, 1988. Your July 7,1988 submittal of Rev.1 of the IDCA program incorporated the NRC's coments and is viewed by the staff to be acceptable.
The scope of the IDCA design program is viewed by the staff to be a representa-tive review of the architect / engineer's design that will include all major l
design disciplines as well the design interfaces between the architect /
l engineer, the nuclear steam supply system vendor and other major vendors.
In a l
similar vein, the construction program in the IDCA will review a representative sample of all major construction attributes including component installation as well as system and component testing. Therefore, the IDCA, if properly imple-mented, will allow the staff to draw overall conclusions regarding the adequacy l
of the design and construction of Limerick Unit 2.

The IDCA program plan submittod to NRC describes in general the attributes to I
be reviewed.
Our scheduled inspection the week of August 8, 1988 will examine in detail your discipline specific review plans for both the design and construction aspects of the IDCA.
This inspection will allow us to assess in-depth the scope of the IDCA. As a result of this inspection, the NRC may i
request limited adjustments to the 10CA scope to provide additional emphasis I
in certain technical areas to achieve a representative sample of the design and l
construction in order to meet the overall program objectives.
