This letter is in response to your letter dated March 23, 1988 regarding the December 24, 1980 memo from Mr.this Bal Gupta to Mr. Chuck matter and the McCullough. We have thoroughly reviewed following information is provided in this regard.
were three consulting firms, including In December 1980, there Schneider Consulting Engineers (SCE), providing piping analysis services to Duquesne Light Company (DLC).
The referenced memo was an which was unknown to DLC until it was internal SCE document, the DLC Media Relations sucmitted by the Pittsburgh Press to Department, and subsequently issued to other government officials and the NRC. When Duquesne Light company became aware of the potential problem alluded to in the memo, we initiated a comprehensive review of our plant records.
This review concluded that the condition identified in the memo referred to the BV-1 reactor coolant pump cooling water piping which is not a portion of the reactor coolant system pressure boundary.
These cooling water lines are provided to the three reactor coolant pumps for lube oil and motor cooling during normal operation. The condition existed on two of the three pumps potential overstress which had similar piping configurations.
This overstress problem was reported by SCE to DLC in their letters dated December 3 and December l 18, 1980.
The piping to the lube oil and stator coolers are defined as non-safety related and as such, are not required for safe plant shutdown, or to mitigate the consequences of an accident. These lines are isolated, under accident conditions, by a Containment Isolation Phase "B" (CIB) signal.
Following DLC engineering review of the December 18, 1980 letter, corrective action was initiated in accordance with project procedures. Documentation of this modification was furnished Change Notice to(ECN) the Co str-uotio Q Department by Engineering 3 ' 521-OEG, anc 414

Beaver Valley Power Station, Unit Nos. 1 Docket No. 50-334, License No. DPR-66 overstressed Piping Allegation Page 2 Since the scope of the SCE effort included both safety related and nonsafety related piping, their contract provided for the implementation of a documented Quality Assurance Program which was reviewed and approved by DLC. The contractor's efforts were also monitored by DLC Engineering and their activities were audited satisfactorily by the DLC guality Assurance Department during the course of their contract.
In conclusion, the overstress conditions alluded to in the memo were properly identified, evaluated and resolved in accordance with DLC project procedures.

I have read with sone disnay about work done years ago at Duquesne Light's Beaver Valley nuclear plant. It has been reported that an engineering firn responsible for n illions of dollars worth of work done on nuclear conponents of the f acility n ay have been working beyond its )
capabilities. Such allegations cause ne grave concerns for the safety of people of western Pennsylvania. l l
I understand that Nuclear Regulatory Cosn ission (NRC) I is reviewing the allegations of shoddy work to detern ine whether NRC regulations were violated and whether a safety risk exists or has ever existed at the Beaver Valley facility. I urge NRC to vigorous investigate the allegations and if necessary take the appropriate en f orcen ent action against responsible parties.
The people of western Pennsylvania deserve assurance fre3 the NRC that either the allegation is untrue and the ,
Beaver Valley plant is safe or the problen has been !
identified and will be corrected pron ptly so that the Beaver Valley plant is safe. I would appreciate a report, in writing, fron the NRC clearly describing its findings and solutions if a problen is found.
