RESPONSE TO GENERIC LETTER 88-03 (TACS 67260 AND 67261)

On February 17, 1988, the staff issued Generic Letter 88-03, "Resolution of Generic Safety Issue 93, Steam Binding of Auxiliary Feedwater Pumps." This generic letter resolved Generic Issue 93 by continuing the recommendations of IE Bulletin 85-01.

Specifically, you were requested to:

1.

Maintain procedures to monitor fluid conditions within the auxiliary feedwater (AFW) system each shift during times the system is required to be operable. This monitoring is to ensure that fluid temperature at the AFW pump discharge is maintained at near ambient temperature.

2.

Maintain procedures for recognizing steam binding and for restoring the AFW system to operable status should steam binding occur.

In a letter dated March 23, 1988, you reaffirmed your comitment to (1) check AFW piping temperature once per shift, and (2) maintain a procedure addressing the recognition of potential and actual steam binding and restoration actions.

In accordance with Generic Letter 88-03, these commitments are acceptable, and we consider Generic Issue 93 resolved for Point Beach.
