The Nuclear Regulatory Comission (the Comission) has found that:
1 A.
The applications for amendment filed by the Comonwealth Edison Company (the licensee), dated December 24, 1987 and modified February 11, 1988, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act, and the regulations of the Commission; C.
There is reasonable assurance: (1)thattheactivitiesauthorizedby this amendment can be c)nducted without encangering the health and safety of the public, a id (11) : hat such actevities will be conducted in compliance with the Comissd.on's regulations; D.
The issuance of this amendment will not be inimical to the comon defense and security or to tha health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and d i applicable requirements have been satisfied.

Accordingly, the license is amended by c.hanges to the Technical Specifi-cations as indicated in the enclosure to this license amendment and para-graph 2.C.(2) of the Facility Operating License No. DPR-39 is hereby a.Ntnded to read as follows:

(2) Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No,111, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.
3.
This amendment is effective as of the date of its issuance.

Plugging or Repajr Limit means the Imperfection depth at or beyond which the tube shall be repaired (ie. sleeving) or removed from service by plugging because it may become unserviceable prior to the next inspection and is t 40% of the nominal tube wall thickness.
Plugging Limit for sleeves means:

Unserviceable describes the condition of a tube if it leaks or contains a defect large enough to affect its structural integrity in the event of an Operating Basis Earthquake, a loss-of-coolant accident, or a steam fine or feedwater line break as specified in 4.3.1.B.3.0 above.
Tube Inspection means an inspection 8.

- 10. Repaired Tube means a tube that has undergone a process that re-establishes its serviceability.

process as described in Report CEN-331-P.

The Westinghouse Electric Corporation mechanical sleeve process as described in, Report WCAP-11669.
