The Nuclear Pegulatory Comission (the Comission) has found that:
A.
The application for amendment to the Vogtle Electric Ganerating Plant, Unit 1 (the facility) Facility Operating License No NPF-68 filed by the Georgia Power Company Acting for itself, Oglethorpe Power Corpo-ration, Municipal Electric Authority of Georgia, and City of Dalton, Georgia, (the licensees) dated March 23, 1988, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter ;
B.
The facility will operate in conformity with the application, as amended, the provisions of the Act, and the rules and reaulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will bc conducted in compliance with the Comission's regulations set forth in 10 CFP Chapter I; D.
The issuance of this license amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is hereby amended by page changes to the Technical Specifications as indicated in the attachments to this license amendment and paragraph 2.C.(?) of Facility Operating License No. NPF-68 is hereby amended to read as follows:
(2) Technical Specifications and Environmental Protection Plan The Technical Specifications contained in Appendix A, as revised through Amendment No. 4, and the Environmental Protection Plan contained in Appendix B, both of which are attached iiereto, are hereby incorporated into this license. GPC shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.
3.
This license amendment is effective as of its date of issuance and shall be implemented within 30 days of issuance.

SURVEILLANCE REQUIREMENTS 4.7.6 Each Control Room Emergency Filtration System shall be demonstrated OPERABLE:
a.

At least once per 31 days on a STAGGERED TEST BASIS by initiating, from the control room, flow (FI-12191, FI-12192) through the HEPA filters and charcoal adsorbers and verifying that the system operates for at least 10 continuous hours with the heater control circuit energized.

s PLANT SYSTEMS SURVEILLANCE REQUIREMENTS (Continued) c.
At least once per 18 months or (1) after any structural maintenance on the HEPA filter or t.harcoal adsorber housings, or (2) following painting, fire, or chemical release in any ventilation zone communicating with the system by:
1)
Verifying that the filtration system satisfies the in place testing acceptance criteria of greater than or equal to 99.95%
filter retention while operating the system at a flow rate of 19,000 cfm t10% and performing the following tests:
(a) A visual inspection of the control room emergency filtration system shall be made before each DOP test or activated carbon adsorber section leak test in accordance with Sec-tion 5 of ANSI H510-1980.
(b) An in place 00P test for the HEPA filters shall be performed in accordance with Section 10 of ANSI N510-1980.
(c) A charcoal adsorber section leak test with a gaseous halo-genated hydrocarbon refrigerant shall be performed in accordance with Section 12 of ANSI N510-1980.
2)
Verifying within 31 days after removal that a laboratory analysis of a representative carbon sample obtained in accordance with Section 13 of ANSI H510-1980 meets the laboratory testing cri-terion of greater than or equal to 99.8% when tested with methyl iodide at 30*C and 70% relative humidity.
3)
Verifying a system flow rate of 19,000 cfm 1 10% during system operation when tested in accordance with Section 8 of ANSI N510-1980.
d.
After every 720 hours0.00833 days <br />0.2 hours <br />0.00119 weeks <br />2.7396e-4 months <br /> of charcoal adsorber operation, by verifying, within 31 days after removal, that a laboratory analysis of a repre-sentative carbon sample obtained in accordance with Section 13 of ANSI H510-1980 meets the laboratory testing criterion of greater than or equal to 99.8% when tested with methyl iodide at 30'C and 70% relative humidity.
e.
At least once per 18 months by:
1)
Verifying that the pressure drop across the combined HEPA filters, charcoal adsorber banks and cooling coil is less than 7.1 inches Water Gauge while operating the system at a flow rate of 19,000 cfm i 10%;
2)
Verifying that on a Control Room Isolation Test Signal, tr.e sys-tem automatically switches into an emergency mode of operation with flow through the HEPA filters and charcoal adsorber banks; V0GTLE - UNIT 1 3/4 7-15

Verifying that the system maintains the control room at a positive pressure of greater than or equal to 1/8 inch Water Gauge at less than or equal to a pressurization flow of 850 cfm relative to adjacent areas during system operation; 4)
Verifying that the heaters ' dissipate 11816 kW when tested in accordance with Section 14 of ANSI N510-1980; and 5)
Verifying that on a Control Room / Toxic Gas Isolation test signal, the control room isolation dampers close within 6 seconds and the system automatically switches into an isolation mode of operation with flow through the HEPA filters and charcoal adsorbers.
f.
After each complete or partial replacement of a HEPA filter bank, by verifying that the HEPA filter banks remove greater than or equal to 99.95% of the 00P when they are tested in place in accordance with Section 10 of ANSI N510-1980 while operating the system at a flow rate of 19,000 cfm 10%; and g.
After each complete or partial replacement of a charcoal adsorber bank, by verifying that the charcoal absorbers remove greater than or equal to 99.95% of a halogenated hydrocarbon refrigerant test gas when tested in place in accordance with Section 12 of ANSI N510-1980 while operating the system at a flow rate of 19,000 cfm i 10%.
- The verification activity specified by Paragraph 4.7.6.e.3 is waived with respect to the Unit 1 Control Room / Unit 2 Control Room differential pressure during periods of operation of the Unit 2 Emergency HVAC System while conducting pre-operational testing of that system.
The waiver is contingent upon the capability to shut down the applicable Unit 2 HVAC systems within 4 ;
minutes after receipt of a Unit 1 Control Room Isolation signal.
